Legislative Changes for Window Coverings

What is the new government regulation in Canada for window coverings?

The Corded Window Coverings Regulations: SOR/2019-97 (CWCR) were released in April of 2019 and are intended to substantially change the rules regarding cords and small parts on corded window coverings. You can read the regulation here.

What changes were made?

The CWCR severely limits the length and pull force of any cord on a product. Essentially, any free hanging cord or tethered cord cannot be longer than 22 cm. Any cord that is longer, such as inner cords, cannot produce a loop larger than 44 cm when a specific pull force is applied. In the past, these kinds of rules were only intended for operating cords. The CWCR recognizes any cord on a product as a corded window covering. This includes inner cords, rear cords, looped products, and even power cords.

How does this affect Hunter Douglas® products?

For the last 18 months, Hunter Douglas engineers and product groups have been working very hard to get as many of our products compliant with the regulation as possible. You will see some new operating systems that will be available exclusively in Canada, as well as a myriad of changes to small parts on the products such as end caps and tassels, most of which will not be visible or operational changes to the consumer.

Does Hunter Douglas have an answer for Top-Down/Bottom-Up (TDBU) in Canada?

Yes. Our DuoLiteⓇ is the perfect solution for Honeycomb shades! Also, we have designed a brand new ClearviewⓇ sheer fabric that will be introduced shortly. This strategy sandwiches the cords inside the fabric making them inaccessible and therefore compliant. ProvenanceⓇ Woven Woods, SoleraⓇ and AlustraⓇ Woven TexturesⓇ Roman Shades with Top-Down/Bottom-Up have been discontinued for Canada at this time.

Does Hunter Douglas have a solution for cord looped systems?

On some products, yes. Designer Roller Shades, Designer Screen Shades, and AlustraⓇ Woven TexturesⓇ Roller Shades have developed a cord shroud that conceals the cord, or bead chain, loop when the product is static, making it compliant.

DuetteⓇ, ApplauseⓇ, SilhouetteⓇ, NantucketⓇ, PirouetteⓇ, VignetteⓇ Rolling, SoleraⓇ, AlustraⓇ Woven TexturesⓇ Roman, Design Studio™ Roman and ProvenanceⓇ Woven Woods have discontinued EasyRise™ completely.

Designer Banded Shades has discontinued Custom Clutch completely.

SomnerⓇ, CadenceⓇ and Vertical SolutionsⓇ Vertical Blinds have discontinued Cord & Wand and Cord & Chain controls completely.

SkylineⓇ Panels, AlustraⓇ Woven TexturesⓇ SkylineⓇPanels, ProvenanceⓇ Woven Woods Vertical Drapery and Design Studio Drapery™ have discontinued Cord Control completely.

Does Hunter Douglas have a solution for Horizontal Blinds?

Yes. An entirely new operating system was designed for Horizontals. The system is called SpringRise™. This system works by keeping the bottom rail under constant tension and is held down at the bottom of the window with hold-down brackets. Tilt will be controlled by wand only. Should the consumer want to raise the blind, they simply need to release the bottom rail from the bracket and guide the blind upward as it automatically raises to the fully lifted position.

How important is this new government regulation?

This new government regulation is not just a standard to follow, as before. It is a law that could carry criminal consequences in Canada should it not be followed. As always, Hunter Douglas is a leader in product innovation and safety. It is our #1 priority.

How do I measure for an inside or outside mount?

While we recommend you contact us to arrange for a professional to measure your windows, if you’d like to do it yourself, below are some general guidelines:

Inside Mount (IB): Measure the width inside the window opening at the top, middle and bottom. The top measurement is critical because the headrail must fit! Record the actual dimension of the shortest width to the nearest one eighth of an inch.

Measure the height inside the window opening at left, right and center. Record the actual dimension of the shortest height to the nearest one eighth of an inch. Also measure the window on its diagonals. If the two diagonal dimensions are not exactly the same, it may be necessary to specify an outside mount for optimal fit, light control and privacy.

The ordered width should ensure a precise fit for the headrail and allow proper operation of the shade. If the widths in the window vary, order the minimum width if necessary to allow the shade to raise and lower properly. The ordered height should ensure clean operation at the base of the window as well as provide maximum privacy and light control.

Note:  Be sure the window opening is deep enough to install the mounting bracket.

Outside Mount (OB): Measure the desired width and height. To minimize light leakage, the shade should overlap the window opening at least 2″ on each side and at the bottom.  When measuring the height, take into account the requirements for mounting the bracket attachment.

I have young children and safety is a big concern for me. What Hunter Douglas products should I consider?

How do I replace the cords on my Duette® honeycomb or Brilliance® pleated shade that I purchased at Blinds & Bubbles Boutique?

For cord replacements, please contact Blinds & Bubbles Boutique by phone (250) 941-7824 or email.

Can I have my shades cut down?

Some of our products may be cut down, however, there are limitations with certain products, fabrics, lift systems, cord routes and size in general. Contact Blinds & Bubbles Boutique by phone (250) 941-7824 or email to determine what can be done.

I changed the batteries in my Duette® honeycomb shade with PowerRise® and it still does not operate.

To reset the limits on your Duette® shade with PowerRise® you need to first gently pull on the bottom rail while pointing the remote control at the satellite eye. Once the blind is at the fully lowered position, hold the ‘down’ button on the remote for five to eight seconds while continuing to point the remote at the eye. Then raise the shade up as far as it will go and hold the ‘up’ button of your remote control for approximately five seconds. The fabric should stack tightly.
